Main Terminal Rehabilitation
Balfour Beatty provided construction services for the Main Terminal Rehabilitation project. Construction of the project provided improvements and additional space to accommodate the traveling public and upgraded the baggage handling system to accommodate Metropolitan Washington Airports Authority’s (MWAA’s) ongoing expansion at Dulles. Construction included three major components: (1) the south baggage basement, (2) the east baggage basement and (3) the baggage tunnels and main concourse renovation.

Terminal 1 Renovations
This two-phase renovation of the Raleigh-Durham International Airport’s 165,000-square-foot, 30-year-old Terminal 1 building included a new roof, skin, finishes, upgraded MEP systems, and an exterior canopy system that provides both shelter and a fresh architectural image for the building. The transformed terminal offers passengers amenities such as new shops and restaurants, as well as four original works of art.

From 2010 through 2017, Dallas-Fort Worth International Airport (DFW) engaged Balfour Beatty on the Terminal Renewal and Improvements Program (TRIP) for Terminal A, totaling an estimated construction value of $745 million in task order-based airside and landside improvements.
Leading a large joint venture team, Balfour Beatty provided services ranging from gate, baggage handling and apron improvements to the new construction of a light rail station and one of the largest parking garages built in Texas at the time. Balfour Beatty selected team members based on the quality of their work, safety qualifications and experience at DFW. Some tasks were broken into smaller work orders to fulfill DFW and Balfour Beatty’s collective goal of providing opportunities for small local firms, while all work was completed efficiently within the airport’s desired schedule.

Balfour Beatty held a full design and build contract for the T2 development, which consisted of a main terminal building T2A and a satellite pier, Terminal 2B, part of which was already completed and in use. Balfour Beatty combined its design, construction, ground engineering, and specialist mechanical and electrical expertise from across the globe to deliver the project. Our early involvement in the project led to a $42M dollar cost savings during the design phase.

T4 Expansion
This project involved construction of a six-gate concourse expansion at FLL’s international terminal. This was the first of two phases of an anticipated 400,000-square-foot new terminal that will replace the existing international terminal. Its orientation will be altered from north-south to east-west, to make room for the extension of the south runway. The project achieved basic certification under the U.S. Green Building Council’s (USGBC) Leadership in Energy and Environmental Design (LEED®) green building rating system.

Terminal Expansion
For over 20 years, Balfour Beatty has been making various expansions and improvements to continuously operating facilities. Contracted and delivered in phases, this project included construction of two new concourses, the demolition of two existing concourses, construction of a new six-level, 2,400-space parking garage, and baggage screening improvements. The entire project was performed airside next to three fully operational concourses, with limited laydown and work areas and special precautions needed to mitigate foreign objects and debris.

15 Gate Expansion
This project at Washington Dulles International Airport involved a 15-gate expansion of Concourse B. The 240,000-square-foot expansion provided 15 new configurable gate positions and increased airline gate capacity to accommodate the current generation of “jumbo” jets. Our staging area was highly confined due to the volume of aircrafts that Dulles accommodates each day; often airplanes were parked and passengers were loading within 10 feet of construction.

Four Gate Expansion
Balfour Beatty, in a joint venture, completed this expansion /addition contract at Washington Dulles International Airport. The project included construction of two new mobile lounge docks and a 440-foot-long expansion to the existing Concourse B, providing four additional gates for wide-body aircraft or eight gates for narrow-body aircraft. Included in the scope of work was demolition followed by renovations to the existing concourse, airline lounges, and building-wide upgrades to the security system.

Automated People Mover
Balfour Beatty and Los Angeles World Airports (LAWA) are developing a multi-billion dollar update to the ground transportation system at Los Angeles International Airport (LAX). The Landside Access Modernization Program (LAMP) includes a landside Automated People Mover (APM), a Consolidated Rent-A-Car (CONRAC) facility, multiple Intermodal Transportation Facilities (ITFs), and a comprehensive network of roadway improvements. Once this project is completed, the traveling public will enjoy a new APM system that operates up to nine trains simultaneously resulting in short wait times of two to three minutes at each station.

This project at Washington Dulles International Airport involved an upgrade of an APM station for the modern underground AeroTrain. The APM station is a two-story, below-grade structure with platform and mezzanine levels. The complex nature of the project required detailed construction phasing to coordinate with other contractors working in the same area and to meet the operational needs of MWAA.

Runway Replacement Program
The Runway 5L/23R Replacement Program is vital to the future growth and expansion of Raleigh-Durham International Airport. The project involves building a new primary runway parallel to the existing runway and demolish and replace the existing runway with a new high-speed taxiway. The program will also include the relocation of a portion of Lumley Road to accommodate the new runway location.

This project included the rehabilitation of West GA Apron, Runway 14-32, Perimeter Security Improvements and Runway 5L-23R Pavement preservation. The work included reconstruction of the general aviation area for parking of overnight aircraft, full rehabilitation or replacement of runway areas and installation of perimeter security improvements .

Balfour Beatty constructed the 290,000-square-foot expansion of Terminal 2, a 16,000-square-foot lineal baggage handling system, and the 135-foot airport control tower for Lindbergh Field. The Terminal expansion is a two-story facility featuring three rotundas located at the entry, a marketplace, concession stands, and an eight-gate concourse. The Air Traffic Control Tower includes a complete grounding system, custom control consoles, and raised access flooring to facilitate the computer and radar landing systems.

Baggage Handling System
This renovation and new construction project included the delivery of two in-line baggage screening systems at Terminals 2 and 4. In addition, the existing airline baggage handling spaces and outbound baggage conveyor systems were replaced. The scope also included the relocation of six existing passenger boarding bridges and the installation of six new fixed-link walkways that transport passengers to and from the terminals, across the new buildings, and onto the aircraft.

Baggage Screening System
Jacksonville International Airport became the pilot site for the first full in-line automated passenger baggage screening system in the US. Balfour Beatty constructed an 18,000-square-foot hold baggage screening (HBS) building, and demolished existing apron, pavement, office and maintenance areas, rerouted underground utilities, and provided new foundations and structural steel framing. The building features metal wall panels with overhead roll-up doors to allow access for bomb detection equipment, and designated areas were constructed with reinforced concrete and a blast-resistant door to protect the terminal building.

Cecil Airport Hangar
The first of a series of projects built at Jacksonville Aviation Authority’s Cecil Airport, this is a 113,000-square-foot hangar on an 11-acre site. The hangar features a 300-foot clear span, vertical lift fabric hangar doors, and 18,000 square feet of office and support space. The scope included civil and site development such as grading, access road, parking lot paving, taxiway pavement, landscaping, utility extensions, and storm water facilities. It also included installation of 143,000 square-feet of concrete apron.

F-22 Facilities
Balfour Beatty was selected by the U.S. Army Corps of Engineers through a best-value procurement process to provide construction services. Balfour Beatty’s scope of work included demolition and hazardous material abatement, as well as the construction of seven facilities: three hangars, an airfield lighting vault, a fire pump house, a low observable composite repair facility (LO/ CRF), and a base operations building. Each of the hangars are 75,000 square feet, with one large bay that accommodates six aircrafts. The LO/CRF has three separate yet interconnected bays with a common blower system.

Consolidated Rental Car Facility
One of the largest structures of its kind in Florida, the building encompasses 4.5 million square feet. It offers all rental car operations in a single, nine-story, air conditioned and attractive location. To facilitate pedestrian traffic, the garage offers 14 elevators and 10 sets of escalators. Car rental companies have use of 150,000 square feet of retail and office space as well as a complete fuel system with 126 fuel dispensers and 150,000 gallons of fuel storage capacity and state-of-the-art vehicle washing systems.

Interior upfit of second generation space on level two of newly remodeled airport terminal. The unit was converted to a dual-brand fast-casual cuisine restaurant suite. Work included a new shared kitchen space, expo-kitchen style serving lines custom designed for each restaurant brand, and new shared dining room. Includes all new mechanical, electrical and plumbing infrastructure. New interior finishes match restaurant brand standards, including new lighting, furnishings, and ceiling features.

United Airlines Interior Renovations
Multiple renovation projects for United Airlines at Dulles international Airport. The first project involved the demolition of an existing space and 4,800-square-foot interior improvements and build-out for United Airline’s administrative break room, locker room, and offices. The second project involved a 15,000-square-foot interior renovation in the secured Terminal C/D building for United Airlines inflight Services team. The scope of work included demolition of the entire existing space, relocation of restrooms, construction of new supervisor offices, flight attendant break room and common spaces, flight attendant reading and sleep areas, and installation of new window openings into the existing exterior walls of the terminal building. The space was fully occupied throughout the renovation.

The south baggage basement work involved the demolition of existing commuter gates and the construction of a 95,000-square-foot subsurface baggage conveyance facility, as well as the replacement of airfield paving south of the main terminal.
Work in the east baggage basement involved the demolition of existing site features and the construction of a new 30,000-square-foot inbound baggage handling facility.
Baggage tunnel work involved the construction of 600 linear feet of cut-and-cover baggage tunnels beneath the existing main terminal (literally within only a few feet of the traveling public on the other side of a temporary construction partition) and the replacement of existing ticket kiosks and baggage claim facilities.

The Balfour Beatty team will provide a system that integrates the new BHS with the proposed in-line CBIS, provide system redundancy provisions, and maintain system/operational simplicity with minimal impact to the existing operations during construction.

The project scope includes the demolition of a 10,500-square-foot structure that will be replaced with a new 14,500-square-foot CBIS Steel-Framed structure and the Modification/Fit-Out of a 22,800-square-foot area beneath the existing Polaris Lounge to house the new Bag Makeup Structure and Baggage Handling System. The scope also includes Elevated Steel Gallery Structures on the North and South sides of the Concourse for Baggage Handling Systems that span across two gates and the renovation of several airline and TSA interior spaces totaling approximately 10,000 square feet. The team will also perform a modification/extension of Passenger Boarding Bridges at Gates C-9 and C-14 to accommodate the new elevated bag gallery structures.

The project upgraded all 37 skylights on the terminal to new fall protection standards, including structural improvements and roof tie-ins. The skylight scope included an environmental survey of leak damage, repair and replacement of damaged drywall, and close coordination to not impact the operations of critical and secure occupied spaces below. Heat-loading was analyzed, and new right-sized high-efficiency Roof Top Air Conditioning Units (RTU) were installed with new BAS controls, power upgrades, new heat, and new thermostats. Crane setup in the active plane gates was required to place the new RTU and curb adapters, requiring close coordination and planning with airport operations. An energy savings cost study was performed to determine the optimal replacement designs for the three boilers. Boiler rooms also received a hydronic duplex pump system and accessories, asbestos abatement, code upgrades to combustion air makeup, and new BAS controls. The new boilers are smaller and more energy efficient which will save the airport operating costs.
